What Circle Rate (Guidance Value) Is
Circle rate — also called guidance value in some states — is a minimum property valuation set by the government for a given area, used as the basis for calculating stamp duty and registration charges.
How Stamp Duty Is Actually Calculated
Stamp duty is calculated on whichever is higher: the actual transaction price you've agreed to, or the applicable circle rate for that property. Negotiating a lower price doesn't reduce your stamp duty below what the circle rate requires.
What Happens When There's a Big Gap
A significant gap between your negotiated price and the circle rate can attract additional scrutiny from tax authorities on either side of the transaction, since it raises questions about whether the full value has been accurately declared.
How to Check the Circle Rate for a Specific Area
Circle rates are published and updated periodically by the relevant state authority and can be checked for a specific area before finalizing a price, so there are no surprises at registration.
